About SKAO

The Foundation for Climate Friendly Procurement and Business (in Dutch: SKAO) is responsible for all matters as regards to the Ladder: its use, its continued development, managing the certification scheme, expanding on participating industries, etc.

SKAO encourages companies and governments with the CO2 Performance Ladder to reduce CO2 with the aim of realising a climate-neutral business environment. We connect parties, share knowledge and are the heart of a large network.

The secretariat organizes meetings of the different parts of the foundation such as the board, the Central College of Experts (in Dutch: CCvD), working groups and the Technical Commission. It takes care of the communication (resources), the website and lectures and presentations. It facilitates research into the improvement and further development of the CO2 Performance Ladder.

Board

The Board supervises the ladders independence, its qualitative development, its utilisation, and its organisation and promotion. The Board comprises a broad cross-section of representatives from commissioning parties, the private sector, the academic world and social organisations.

Central College of Experts

The Central College of Experts (in Dutch: CCVD) handles the Ladder's operational management. The CCVD carries the primary responsibility to keep the certification scheme up-to-date and it serves as a point of contact for the Certifying Organisations.

The Central College of Experts is comprised of both client and contractor representatives. The secretariat is controlled by the Foundation for Climate Friendly Procurement and Business.

Technical Commission

The Technical Committee (TC) consists of lead auditors from all authorized and accredited certification bodies and advises the CCvD on the interpretation of the CO2 Performance Ladder and the procedure for certification. An important part of this is the discussion of harmonisation topics, which, after adoption by the CCvD, are published as harmonisation decisions (see the procedure for Harmonisation Decisions).

Procurement Advisory Board

The Procurement Advisory Board consists of representatives of the major clients who tender with the CO2 Performance Ladder and advises SKAO on procurement law issues. The Procurement Advisory Board advises, among other things, on the further development of the BPKV criterion and the Procurement Guide.
